BSH approves new North Sea wind farms

The German Federal Maritime and Hydrographic Agency (BSH) has approved construction of the NC 3 and NC 4 offshore wind farms, comprising 60 turbines north of the East Frisian Islands. The approvals were handed to Nordseecluster B of RWE, which will build and operate the sites. BSH President Helge Heegewaldt said the decision strengthens investment security for industry.

The two wind farms will cover 62 km² in the German Exclusive Economic Zone, located about 46 km from Borkum and 34 km from Norderney. NC 3 will include 28 turbines and NC 4 will include 32. The project is jointly owned by RWE (51%) and Norges Bank Investment Management, with RWE responsible for full lifecycle development and operation.

Heegewaldt emphasized that offshore wind is vital for reducing dependence on fossil fuel imports and strengthening Germany’s energy security. The projects were approved under acceleration legislation to speed clean‑energy deployment.

Each turbine will deliver 15 MW, giving NC 3 a capacity of 420 MW and NC 4 480 MW, for a combined 900 MW. The turbines, featuring 236‑meter rotors and a 263‑meter total height, will be installed on monopile foundations in 27–33 m water depths. Electricity will be transmitted via the NOR‑3‑2 grid connection system to the “DolWin Delta” converter platform.

Construction is scheduled to begin in spring 2027, with the first turbines entering operation from the third quarter of 2028.
