Rotterdam expands capacity with new heavylift offshore terminal
Europe’s largest seaport, Rotterdam, wants to benefit more from developments in the offshore wind sector and is planning to build a new terminal for heavy-lift and RoRo handling.

The Port of Rotterdam Authority is developing a 45-hectare site on the Maasvlakte, with commissioning planned for mid-2029. Market participants can now register for the consultation process.
The terminal will support storage, transport, installation and pre-assembly of wind turbine components, featuring direct sea access, heavy-lift quays and modern logistics facilities. “This terminal strengthens offshore wind capacity,” said Commercial Director Matthijs van Doorn, citing the port’s North Sea location and deep-water access.
Businesses are invited to contribute ideas during the RFI phase, after which the port will determine next steps and choose an operating model.
Plans include an 835-meter quay for next-generation installation vessels, space for jack-ups, pre-assembly areas and a RoRo facility. The terminal will handle both construction and decommissioning of offshore wind farms.
With more North Sea wind farms coming, suitable port capacity has been a bottleneck. The new terminal aims to provide the large-scale, high-quality infrastructure the sector needs.
